What works in Damascus

The evidence documents two distinct Damascus-based initiatives from different periods. The WFP/UNHCR SMS Food Voucher Scheme launched in October 2009 served Iraqi refugees dispersed in Damascus neighbourhoods such as Jaramana and Sayeda Zeinab, initially enrolling 1,000 pilot families and later scaling to approximately 9,600 families (about 32,500 refugees) across multiple Syrian governorates before operations were disrupted by the 2011 civil war. The AI Readiness survey conducted in 2025 at three private Syrian universities (including institutions in or serving the Damascus region) found 77.8% of 564 medical students reported general AI awareness but only 27.8% had prior hands-on experience, with ethics instruction identified as a significant gap. The practices document aid delivery and education readiness at different historical moments but do not provide comprehensive contemporary characterization of Damascus itself.
