Between 2007 and 2015, Puebla's state competitiveness agency (IPPC) ran a randomised trial of subsidised business consulting for small and medium enterprises, randomly assigning 150 of 432 interested firms to receive a year of consulting (four hours per week) with 70-90% of costs covered. Within one year, treated firms showed productivity gains of 0.21 standard deviations and return-on-assets gains of 0.22 standard deviations, with higher rates of formal accounting (93% vs 85%) and marketing activity (57% vs 44%); five years later, using Mexican social-security payroll records, treated firms had added 57% more employees and 72% higher total wage bills than comparison firms. However, only 53% of firms offered the subsidy actually took it up, suggesting that even deep subsidies face uptake barriers among eligible SMEs.
