Since October 2020, Bogotá's Care Blocks have offered unpaid caregivers — overwhelmingly women — free childcare, training, wellness and legal services in one location, freeing over 18,000 hours of care time and reducing measured daily unpaid care burden.
Bogotá's Secretaría Distrital de la Mujer opened the first Manzana del Cuidado in Ciudad Bolívar in October 2020, responding to data showing about 1.2 million of the city's women spend 10 or more hours a day on unpaid care work. Each Care Block clusters childcare, job training, legal advice, psychosocial support, physical activity and laundry services within a 20-minute walk, complemented by mobile Care Buses and home-delivery routes.
By September 2022 the network of 11 blocks and 2 buses had delivered over 200,000 services, trained 7,038 caregivers and reached 2,134 households at home; by 2023 it had grown to 20 facilities and 233,000 women supported, with a target of 45 blocks by 2035. A peer-reviewed two-year evaluation found the at-home component freed more than 18,000 caregiving hours and cut daily unpaid care work by over an hour, while a lower-cost hybrid model cut per-participant costs by 57% without reducing mental-health gains. The programme won the 2021 Bloomberg Philanthropies Global Mayors Challenge.
