Document AI at Covered California — Google Cloud and Deloitte Cut Income-Verification Waits from Weeks to Seconds

Covered California, the state-run marketplace that administers Affordable Care Act health insurance enrollment for millions of residents, partnered with Google Public Sector and consulting firm Deloitte to deploy Document AI, a machine-learning system that reads and verifies income and eligibility documents submitted by applicants.

The tool automates verification across 25 document types and identifies inconsistencies such as missing signatures or mismatched dates. Rather than auto-rejecting flagged applications, the system routes them to a human specialist for review, preserving a human-in-the-loop safeguard against wrongful denials. The rollout was expanded in April 2026.

Confirmation times that previously took up to 72 hours to three weeks are reported to now take seconds in many cases, and enrollment staff's manual document-processing workload is reported to have dropped by about 40%, freeing staff to focus on more complex consumer questions.
