A randomised trial with 219 small rug-weaving firms in Fowa, Egypt found that guaranteeing export orders raised monthly profits by 26% and prices per rug by 43%, though the gains took about five months to appear and rest on a single buyer relationship.

Description

Aid to Artisans, a US artisan-trade NGO, connected small rug-weaving workshops in Fowa, a hand-knotted-carpet cluster in Egypt's Kafr El-Sheikh governorate, with a UK buyer, Hamis Carpets. Researchers then randomly assigned which of 219 eligible firms received guaranteed export orders and which continued selling only domestically, to isolate the causal effect of exporting itself from the general characteristics of firms that choose to export.
The trial, run between 2011 and 2015, split 219 firms into 74 treatment and 145 comparison workshops with a baseline monthly profit of about LE646 (roughly US$102); only around 12% had any prior export experience. Firms receiving export orders saw monthly profits rise by 26% and the price received per rug rise by 43% relative to the comparison group. Quality, assessed by a master artisan on a 5-point scale, was 0.79 points higher for treatment firms (3.75 versus 2.96), and hours worked rose by roughly 5%. The gains were not immediate: they emerged only after about five months of production, consistent with 'learning-by-exporting' through the buyer's feedback on design and quality rather than an instant price effect.
The authors are explicit that the result rests on one artisan cluster and one buyer relationship that supplied ongoing design and quality feedback, and caution against generalising the findings to other sectors or export-promotion mechanisms without further evidence. The intervention was a fixed-term research trial rather than an institutionalised programme, so the sources contain no data on continuation after the study period.
