Cyprus's gov.cy Digital Assistant is an Azure OpenAI-powered chatbot integrated into the national government portal and the Digital Citizen mobile app, developed and operated by the Deputy Ministry of Research, Innovation and Digital Policy (DMRID). It launched in trial phase on 18 December 2024.
The assistant responds to citizen queries in Greek, English and Greeklish across a defined scope — social insurance claims, welfare benefits, electronic identity (eID) and vehicle recalls — redirecting users to the relevant government service when it cannot answer. In March 2025 it was integrated into the Digital Citizen mobile application.
By March 2025, about three months after launch, the assistant had processed over 55,000 queries at an average rate of 500 per day.
The deployment sits within Cyprus's national AI strategy, for which DMRID is also the competent authority under the EU AI Act, and a complementary 'AI in Government' funding programme launched in July 2025. No independent evaluation of the assistant's accuracy, fairness, or longitudinal impact on service access times has been published.
