GrenadaInfoSAFE: A National Gender-Based Violence Data System

The EU-UN Spotlight Initiative launched in Grenada on 5 March 2020 with €2 million in EU funding, part of a €50 million envelope for six Caribbean countries within the global €500 million EU-UN programme to end violence against women and girls. It funded institutional and legislative work on family violence alongside a new data infrastructure project.
Developed through 2022 with training rolled out from June 2023, GrenadaInfoSAFE is a digital gender-based-violence incident-reporting and data-collation system intended to replace fragmented paper-based reporting. It links the Royal Grenada Police Force, the Division of Gender and Family Affairs, the National Data Centre and civil society organisations, with the Central Statistical Office serving as the central data hub, aiming to give policymakers a consolidated evidence base.
The system responds to a documented gap: the 2018 Grenada Women's Health and Life Experiences Study found 29% of women reported lifetime physical or sexual intimate-partner violence and 23% reported sexual violence by a non-partner, prevalence rates officials cited when introducing the system.
As of the sources reviewed, no post-launch outcome data has been published — case volumes logged, or any measured change in prevalence or reporting rates. Trainee headcounts across the partner agencies are not disclosed, and the €2 million figure covers the whole multi-year Spotlight Initiative country programme, not the data system alone.
