Description

Shenzhen was one of 30 cities selected for China's national Sponge City pilot programme, backed by a central-government subsidy of roughly $5.8 billion (40 billion yuan) shared across pilot cities. Within Shenzhen, Guangming District served as an early demonstration zone, retrofitting streets, parking areas and its New City Park with permeable pavement, bioswales and constructed wetlands designed to slow, absorb and clean rainwater rather than pipe it away.
Published evaluations report that average runoff-control rates in Guangming's designated sponge districts rose from below 30% to approximately 72%, with real-time hydrological monitoring enabling earlier response to storm events. On one fully retrofitted demonstration road, the design captures up to 60% of annual rainfall volume on-site, cuts pollutant loads carried by runoff by more than half, and reduces potable water consumption by about 15% through reuse.
Independent academic review of Sponge City implementation across China, including Shenzhen, finds that performance gains are spatially uneven and depend heavily on governance factors such as institutional coordination and ongoing maintenance capacity — meaning results in less-resourced districts or later-maintained sites may not match Guangming's figures.
