Description

Launched with a first call-in in February 2012 (planning from 2009), High Point's Offender-Focused Domestic Violence Initiative applies focused deterrence to intimate partner violence.
Offenders are tiered: first-time offenders get a warning letter from the police chief; arrested offenders get jail visits and tougher bail and probation; repeat offenders attend call-in meetings at City Hall with services and consequences offered; chronic offenders face targeted prosecution. Victim advocates run a parallel outreach track.
Partners reported about 9% re-offence at 12 months, compared with 20-34% cited in the literature, and later low-to-mid-teens re-arrest rates. Intimate-partner homicides fell from 3-5 per year to 2 over five years. A University of North Carolina at Greensboro team evaluated the initiative.
Caveats: results are preliminary, not from a randomised trial, comparisons rely on literature benchmarks, and the approach needs intensive interagency dedication. Replication has been supported in Lexington NC and Kingston NY.
