Qatar's national e-government portal Hukoomi, operated by the Ministry of Communications and Information Technology (MCIT), integrated Microsoft Azure OpenAI GPT capabilities in February 2023, becoming one of the first government portals in the Gulf Cooperation Council to deploy large language model-based citizen assistance. The AI integration powers an intelligent search function, a conversational virtual assistant, and a 'Life Moments' interface that groups related government services by key life events such as births, marriages, business registration, and retirement.
As of 2024, Hukoomi provides access to over 400 active e-services from across Qatari government entities, with a target of 1,000+ services and 90% digitisation of all government services (approximately 1,500) by 2030 under the Qatar Digital Government Strategy. The MCIT GovAI programme also supports agency-specific AI tools, including an AI Tourist Companion developed for Qatar Tourism under the same strategic umbrella.
Published metrics specifically measuring the impact of the AI/GPT component — such as query resolution rates, change in user engagement, or citizen satisfaction scores — have not been released as of early 2026. Projected figures (15% increase in website interaction, 50% rise in mobile active users) represent strategy targets, not evaluated outcomes.
