Description

Context — Lạng Sơn, a northern border province, launched "iSee Lạng Sơn" on 31 December 2021 through its Department of Information and Communications, becoming the first province in Vietnam to deploy an AI- and natural-language-processing-based virtual assistant for public administrative services, accessible via the "Công dân số – Xứ Lạng" mobile app and the province's public-service portal.
How it works — Citizens and businesses submit text or voice questions on procedures such as land and environmental permits, judicial and civil registry matters, and business licensing; the chatbot uses natural-language processing to match queries against a trained question bank (exact and near-matches) and returns answers or navigation guidance in around three seconds, with voice-recognition accuracy above 99.8%.
Evidence — An August 2023 provincial press review found the system had processed over 35,000 inquiries since the start of that year at 98% accuracy. By 2025, cumulative use had passed 500,000 questions and answers at the same 98% accuracy rate, and more than 95% of administrative procedures were resolved correctly and ahead of statutory deadlines; the province ran 26 training courses for 8,665 officials and community tech-team members in 2025 to sustain the rollout.
