IT Park Uzbekistan — National Tax-Free Zone for Tech Talent Retention & Growth

IT Park Uzbekistan is a state-created special economic zone, established by presidential decree and run under the Ministry for Development of Information Technologies and Communications, granting resident technology and BPO companies tax exemptions, simplified customs and streamlined work-permit access for foreign specialists in exchange for locating operations in Tashkent or the regions.

The programme pursues a build-the-ecosystem-first model rather than a visa-first approach, prioritising domestic company formation and regional expansion, with foreign-specialist recruitment as a smaller, growing component.

The zone offers tax exemptions, simplified customs and streamlined foreign-specialist work permits, driving continued residency growth in Tashkent and the regions.

By the end of 2023 the zone hosted 1,652 resident companies employing over 26,000 people, including nearly 19,000 IT specialists and more than 2,400 foreign specialists working inside BPO firms; residency had grown to 2,846 companies by mid-2025. Revenue and exports roughly doubled year-on-year over the same period, reaching $1.0 billion in turnover and $344 million in exports in 2023.

The programme remains well short of its own stated 2030 targets (10,000 resident companies, 300,000+ jobs, $5 billion in exports), so the current story is momentum rather than saturation.
