Shuru aims to widen tax compliance by meeting taxpayers on WhatsApp — used by an estimated 40 million people in Kenya and over 90% of internet users — targeting Kenya's 22 million registered PIN holders, including many beyond the roughly 7 million currently active taxpayers.
Shuru lets taxpayers, authenticated via KRA PIN plus a one-time password, file returns, pay tax liabilities, obtain Tax Compliance Certificates, generate eTIMS invoices, check PIN status, and escalate to a human agent, with individual returns pre-filled from employer PAYE data in iTax.
As of June 2026, two months after launch, no post-launch compliance or adoption statistics had been published, so Shuru's actual effect on filing behaviour remains unverified.
