Description

Kenya Revenue Authority (KRA) launched 'Shuru,' a WhatsApp-based AI chatbot, in April 2026 to close the large gap between Kenya's 22 million registered taxpayer PIN holders and the approximately 7 million who actively pay tax. The initiative leverages WhatsApp's dominant position in Kenya — an estimated 40 million users, covering over 90% of internet users — to bring tax compliance services to a platform where citizens already communicate daily.
Shuru allows taxpayers to initiate a conversation through KRA's official WhatsApp Business number and access a structured menu of services: filing individual income tax returns with pre-filled employment income (sourced from employer PAYE declarations held in KRA's iTax system), paying tax liabilities, applying for Tax Compliance Certificates, generating eTIMS (Electronic Tax Invoice Management System) invoices, checking PIN registration status, and escalating to a human KRA agent. Authentication uses the taxpayer's KRA PIN and a one-time password (OTP) sent to the registered mobile number; all messages are protected by WhatsApp Business API end-to-end encryption.
The key innovation is pre-filling: KRA pre-populates a return based on PAYE declarations submitted by employers, reducing the interaction to a confirmation step for most salaried workers. This directly addresses longstanding friction in Kenya's iTax web portal, which many taxpayers found complex. The 2024/25 fiscal year data (year ending June 2025) showed approximately 7 million active payers out of 22 million registered PINs; drawing inactive PIN holders into the filing base without new legislation is the programme's primary goal.
As of June 2026, no post-launch compliance statistics have been published; the full impact on filing rates will be visible only in the annual KRA revenue report covering the period ending June 2026. The Shuru system represents KRA's most digitally inclusive channel to date and has attracted attention from other African revenue authorities as a model for WhatsApp-based tax services.
