Egypt's CAOA and USAID launched KMT in February 2024, the civil service's first AI chatbot, built on a 50,000-question knowledge base and reachable via web, WhatsApp and Facebook — though no independent data on actual usage or accuracy has been published since launch.
In February 2024, Egypt's Central Agency for Organization and Administration (CAOA) launched KMT (pronounced 'Kemet', after the ancient name for Egypt), described as the first AI-based chatbot deployed within the Egyptian civil service. The tool was built by the Cairo-based startup Widebot with support from the USAID Economic Governance Activity, and was launched at an event attended by Egypt's Minister of Planning, the USAID Egypt Mission Director, and CAOA's chairman.
KMT answers questions from both civil servants and the general public about civil-service legislation, executive regulations and CAOA services, available around the clock through CAOA's official website as well as WhatsApp and Facebook. Official and press accounts describe it as able to answer 'more than 50,000 legal and administrative questions' — a description of the size of its underlying knowledge base rather than a measured count of questions actually handled since launch.
No source reviewed reports actual usage volumes, user-satisfaction data, or independent evaluation of answer accuracy since the February 2024 launch, and no privacy or algorithmic-fairness disclosures were found.
