Ministry of Micro, Small & Medium Enterprises, Government of India, with the National Productivity Council and Quality Council of India
Indian micro, small and medium enterprises (MSMEs) often lack in-house expertise in shop-floor management techniques such as 5S, total productive maintenance, just-in-time and cellular layout, limiting their competitiveness against larger, more process-driven manufacturers.
Objectives
Launched as a pilot under the 11th Five Year Plan and rolled out nationally from September 2013, the Lean Manufacturing Competitiveness Scheme reimburses 80-90% of the cost of hiring accredited lean consultants for MSME clusters, coordinated by National Monitoring and Implementing Units under the National Productivity Council and Quality Council of India.
Activities
Certified lean consultants were embedded directly in MSME factories across clusters. The government's pilot evaluation covered 89 mini-clusters (59 completed).
Results
Participating units achieved a 20% average productivity increase, roughly 25% inventory reduction, a 10% rise in production capacity without new equipment, and 10-50% faster delivery performance, with combined annual savings across units estimated at about Rs 60 crore. The evaluation recommended continuing the scheme, which was relaunched in March 2023 as the MSME Competitive (LEAN) Scheme with a tiered subsidy of up to 100% of consultancy costs for women-, SC/ST-owned and Northeast-region enterprises.
Conclusions
The pilot's productivity and savings figures come from the scheme's own government evaluation report rather than an independently peer-reviewed study, so they should be read as an official self-reported estimate rather than an externally audited randomised trial.
Implementation
Indicative cost
High (€500k–€5M) — Reimburses 80-90% of accredited lean-consultant costs, raised to up to 100% for women-, SC/ST-owned and Northeast-region MSMEs after the March 2023 relaunch; combined annual savings across pilot units estimated at about Rs 60 crore.
Time to results
Long (> 3 years) — Piloted under the 11th Five Year Plan, rolled out nationally from September 2013, relaunched March 2023 as the MSME Competitive (LEAN) Scheme.
Staffing & skills
