Lithuania's State Data Agency runs a Palantir Foundry data lake connecting ~500 government systems, with 900+ open tables and 238 high-value datasets. The €130 M LitAI platform ranked Lithuania 7th in the EU Open Data Maturity Index 2024.
Since 2023, Lithuania's State Data Agency (Valstybės duomenų agentūra / Statistics Lithuania) has operated the State Data Lake, the core infrastructure of the LitAI national AI competence initiative, built on the Palantir Foundry platform and embedded in Lithuania's National Digital Decade Plan 2024-2030.
The platform aims to connect government information systems into a single AI-ready data infrastructure, enabling secure research use of sensitive data and opening high-value datasets under EU open-data regulation.
The Data Lake connects national registries, state enterprises, schools and hospitals; publishes open structured data tables and high-value datasets; and runs secure remote research environments (SREs) so researchers can analyse sensitive health, energy and transport data without compromising protections.
By 2024 the platform connected approximately 500 government information systems, creating over 900 publicly accessible data tables and opening 238 high-value datasets. In 2023, 45 secure remote research environments supported research use of sensitive data. By mid-2025, 263 institutional connections had been formally established, with the State Data Agency collaborating with 322 institutions overall; total estimated LitAI investment is EUR 130 million. The open-data component contributed to Lithuania ranking 7th in the EU Open Data Maturity Index 2024.
The State Data Lake is praised by the OECD and European Commission as a replicable model of national-level government data integration, though the scale of investment and legislation required may limit straightforward replication elsewhere.
