Context

El Programa METSO de Biodiversidad Forestal para el Sur de Finlandia (2008-2025) es un esquema gubernamental de pagos por servicios ecosistémicos, gestionado conjuntamente por el Ministerio de Medio Ambiente y el Ministerio de Agricultura y Silvicultura de Finlandia, con el objetivo de frenar el declive de la biodiversidad forestal incentivando a los propietarios privados, de forma totalmente voluntaria, a proteger o gestionar activamente sus bosques en favor de la biodiversidad.

Objectives

El programa prioriza diez tipos de hábitat forestal ecológicamente significativos, incluyendo bosques ricos en herbáceas, rodales de pino de bosque antiguo y bosques pantanosos, protegidos mediante acuerdos voluntarios con los propietarios.

Activities

Los propietarios pueden optar por reservas naturales permanentes, acuerdos de protección de 20 años, o contratos de ayuda ambiental de plazo fijo de 10-13 años, todos compensados a tasas de mercado negociadas bajo la Ley de Conservación de la Naturaleza y la Ley de Financiación de la Silvicultura Sostenible. Los sitios son evaluados de forma independiente por los Centros de Desarrollo Económico, Transporte y Medio Ambiente (Centros ELY).

Results

En 2024, el programa había protegido de forma permanente o duradera más de 96.000 hectáreas, alcanzando su meta antes del plazo de 2025. Solo en 2024, se aseguraron 3.200 hectáreas adicionales por un valor de 23 millones de euros. La financiación total de METSO disponible en 2025 es de 46 millones de euros.

Conclusions

Habiendo cumplido su meta de protección antes de lo previsto, se está diseñando un programa sucesor, METSO+, para su lanzamiento en 2026.
