Context

In July 2024 New Jersey's Department of Human Services and Office of Innovation launched the Disability Information Hub, consolidating close to 200 previously scattered state programmes into one accessible portal for people with disabilities.

Objectives

To give people with disabilities, caregivers and advocates a single, accessible entry point to benefits and services, organised by disability type and life stage rather than by administering agency.

Activities

The Hub was built through a process the state describes as 'designed with — not just for' the disability community: advocacy organisations, people with lived disability experience, caregivers and accessibility experts were consulted throughout development. It includes an ASL-interpreted introduction video and live phone/video assistance for ASL users, and meets WCAG and Section 508 requirements, with feedback mechanisms built into every page.

Results

Within the first month the Hub connected more than 12,000 people to benefits and information; by April 2025, nine months after launch, it had recorded over 90,000 visits.

Conclusions

These are self-reported figures from the implementing state agencies rather than an independent evaluation. Oversight has since moved to the newly codified New Jersey Innovation Authority (January 2026), so continuity of the original team and co-design process should be watched.

Implementation

Indicative cost
Medium (€50k–€500k) — A single consolidated web portal replacing scattered agency sites — a moderate-cost digital government project rather than new infrastructure or large-scale service delivery.
Time to results
Short (< 1 year) — Designed and launched within roughly a year (development through July 2024 launch); governance transferred to the New Jersey Innovation Authority in January 2026.
Staffing & skills
NJ Department of Human Services, NJ Office of Innovation (led by Chief Innovation Officer Dave Cole), Advocacy organisations and people with lived disability experience consulted throughout design

Conditions for success

  • Co-design with disability advocacy organisations and people with lived experience rather than agency-only design
  • Organising content by disability type/life stage instead of by administering agency
  • Built-in per-page feedback mechanisms for continuous iteration
  • ASL interpretation and live ASL phone/video assistance

Common failure modes

  • Usage figures are self-reported, not independently verified
  • Governance handed to a newly created authority (Jan 2026), creating a transition risk for the original team/process
