NITDA's DL4ALL Informal-Sector Track — Digital Literacy for 480,000+ Nigerians

Nigeria's National Information Technology Development Agency (NITDA) runs Digital Literacy for All (DL4ALL), a strategic roadmap initiative aiming for 70% national digital literacy by 2027 and 95% by 2030.

DL4ALL operates through three tracks: an informal-sector programme delivered with the National Youth Service Corps, state governments and private partners across all 774 Local Government Areas; an education track embedding digital skills into school and university curricula; and a workforce-readiness track for public- and private-sector employees. Delivery channels include online platforms, offline printed materials, mobile training units, train-the-trainer networks and in-person workshops.

NITDA reports that the informal-sector track alone had trained more than 480,000 Nigerians across 30 states and the Federal Capital Territory since September 2024. In January 2026, NITDA ran a dedicated two-day digital-skills cohort in Abuja for 50 persons with disabilities, delivered with the Inclusive Friends Association and SIMBED; Director-General Kashifu Inuwa said the session was 'proof that intentional, inclusive training works.'

The reported numbers are self-declared by NITDA and echoed in press coverage, but no independently published evaluation of skill retention or post-training outcomes was found. The 480,000 figure also represents roughly 1% of NITDA's ultimate 50-million-Nigerian target, a useful caution on the scale of the gap still to close.
