After banning unlicensed Starlink use with fines and jail time, Niue's government granted SpaceX a monitored 12-month trial licence in 2026 to complement the state telecom's fibre network — a cautious, reversible way to regulate satellite internet in a nation of 1,600 people.
Niue is one of the world's smallest self-governing states, with around 1,600 residents relying on Telecom Niue Ltd's state-owned fibre-optic network. As unlicensed Starlink terminals began appearing on the island, the government treated them as illegal telecommunications equipment, with penalties of up to NZD 200 or three months' imprisonment, and formally asked SpaceX to geo-block the territory; Starlink complied, deactivating roaming service in Niue from 22 August 2024.
Rather than leaving the ban in place indefinitely, the Niue government ran a regulatory review and, on 19 March 2026, approved a temporary 12-month Spectrum and Internet Communications Licence allowing Starlink to operate legally as a complementary internet provider — not a replacement for Telecom Niue, which continues to expand its own fibre network with new sites in Alofi and Tuapa. Minister of Infrastructure Crossley Tatui said the government would closely monitor Starlink's performance, compliance and community impact throughout the trial period.
The arrangement is a deliberately cautious, reversible model: a fixed-term licence rather than an open-ended authorisation, explicit monitoring commitments, and public messaging that frames satellite access as filling gaps in reliability rather than displacing the national carrier. As of the announcement, neighbouring Pacific territories including New Caledonia and French Polynesia had still not authorised Starlink service, underlining how unusual Niue's approach is regionally.
Because the licence took effect only in 2026, no independent evaluation of its effects on connectivity, prices or digital inclusion outcomes exists yet — this is included as an early-stage, closely-watched regulatory experiment rather than a proven practice.
