Since 2009 the City of Oulu, University of Oulu, Oulu UAS, VTT and Technopolis have run a renewed alliance (to 2027); in 2024 the university logged 72 invention disclosures.
The Oulu Innovation Alliance grew out of a 2007 city task force and a strategic agreement signed in February 2009 by the City of Oulu, the University of Oulu, Oulu University of Applied Sciences, VTT and Technopolis. Each partner contributes €20,000 a year for coordination.
The agreement has run through three periods (2009-2015, 2016-2020, 2021-2027). The Interreg Europe profile highlights structured collaboration and a shared strategic agenda as good practice, gives no jobs or startup totals, and cautions that coordination needs dedicated staff and funding.
For context, in 2024 the University of Oulu recorded 72 invention disclosures, 15 patent applications, six commercialisation agreements (€424,000) and 16 funded proof-of-concept projects; these are university outputs, not alliance-level results.
