Context

CPGRAMS (the Centralized Public Grievance Redress and Monitoring System) is India's flagship national grievance-redressal platform, run by the Department of Administrative Reforms and Public Grievances (DARPG) and connected to every central ministry, department, state government and union territory. DARPG figures show average grievance disposal time at central ministries falling from 157 days in 2014 to 15 days in 2025, a decade-long, platform-wide trend that predates the AI feature.

Objectives

To let citizens file a grievance by speaking in any of the 22 official languages without needing to know which ministry or department is responsible, lowering the literacy and navigation barrier to using CPGRAMS.

Activities

On 30 May 2026, Union Minister of State Dr Jitendra Singh launched Samadhan Didi, an AI-enabled voice chatbot built into CPGRAMS by DARPG in collaboration with Bhashini, India's government language-AI mission. The system processes natural-language voice input, matches it to the responsible authority, asks clarifying follow-up questions, and files the grievance on the citizen's behalf. It is hosted on secure government infrastructure, with DARPG stating more regional languages will be added in phases.

Results

Because Samadhan Didi is only about ten weeks old at the time of this review, no chatbot-specific figures (resolution rate, speech-recognition accuracy across all 22 languages, or citizen satisfaction with the voice channel) have yet been published.

Conclusions

The widely cited CPGRAMS disposal-time and satisfaction statistics describe the platform as a whole rather than this new AI feature; outcome evidence specific to Samadhan Didi does not yet exist.

Implementation

Indicative cost
Low (< €50k)
Time to results
Short (< 1 year)
Staffing & skills
Department of Administrative Reforms and Public Grievances (DARPG) built and operates the tool, Bhashini, India's government language-AI mission, provides the underlying language technology

Conditions for success

  • Built into an existing, high-traffic national grievance platform (CPGRAMS) already connected to every ministry, department, state and union territory
  • Reuses shared Bhashini language-AI infrastructure rather than building new voice technology from scratch
  • Secure government hosting, with a stated phased rollout of additional regional languages

Common failure modes

  • Too new for accuracy, resolution-rate or satisfaction data to exist yet: no chatbot-specific figures have been published
