Description

The Samoa Victim Support Group (SVSG), a national NGO, launched a 24-hour helpline in April 2013 with support from UN Women's Pacific Regional Ending Violence against Women Facility Fund, AusAID and local telecom sponsors Bluesky Samoa and Digicel Samoa. In its first five months the helpline logged over 1,764 calls, including 83 life-threatening domestic-violence cases requiring emergency shelter, according to UN Women.
SVSG runs Samoa's only national shelter for women and children fleeing violence and, per BenarNews reporting, conducts Family Court-referred workshops for perpetrators that its president describes as changing participants' thinking. UN Women found that 65% of helpline callers in its early months were third parties — parents, husbands or partners — reporting on behalf of someone else, evidence of growing community willingness to intervene.
The picture is mixed at population level. The 2017 Samoa Family Safety Study, supported by UNFPA, found 60% of women reported lifetime intimate-partner violence, up from 46% in a comparable 2000 study. Samoa's Police Commissioner, Auapaʻau Logoitino Filipo, told BenarNews in 2022 that reported cases were still rising after a decade of legislative reform (2008–2014) and public campaigning — a candid, documented caution that service delivery has outpaced measurable reductions in prevalence.
