San Marino Anti-Violence Network (Rete Antiviolenza)

San Marino's Authority per le Pari Opportunità (Authority for Equal Opportunities) was established by Law 97/2008 as the country's central institutional response to gender-based and domestic violence, following ratification of the Istanbul Convention. It is a three-member statutory body appointed by San Marino's parliament for four-year terms.

To provide institutional coordination and direct support (hotline and in-person psychological support) for victims of domestic violence, stalking and workplace mobbing.

Its core operational service, the Centro d'Ascolto (Listening Centre), opened in summer 2013 and pairs a 24/7 hotline with in-person psychological support, run together with the Istituto per la Sicurezza Sociale, coordinating with the Gendarmeria's dedicated gender-violence office, Child Protection Services, and partners such as the Fondazione Giulia Cecchettin and the Casa delle Donne di Bologna.

Annual cases rose from 10 in 2013 to a plateau of roughly 26-32 a year from 2019 onward. The 2021-2025 report recorded 222 violence-related crimes over the period, around 90% of 2025 victims being women typically in their forties, 17% of victims in proceedings being minors, and 28 minors identified by Child Protection Services as having witnessed domestic violence. In February 2025 GREVIO assessed the system as showing good institutional cooperation and victim-protection measures.

GREVIO's independent review also identified structural weaknesses typical of micro-states: insufficient funding for the coordinating body and civil-society organisations, the absence of emergency barring orders, and low reporting/prosecution rates for rape and sexual violence. San Marino's population of roughly 34,000 means the practice's absolute scale is small and not directly transferable to larger jurisdictions.
