Description

In June 2026 Bulgaria's Ministry of Innovation and Digital Transformation launched SIGMA (System for Integrated Civic Monitoring and Analysis), a free public platform at sigma.midt.bg that lets any citizen search Bulgaria's public procurement spending without registration. The dataset covers 193,019 contracts and procurement lots worth more than EUR51 billion, awarded by 4,440 contracting institutions between 2020 and 2026, searchable by contracting authority, contractor name or company number, keyword, or contract number, with daily updates. Prime Minister Rumen Radev presented the platform to the Council of Ministers on 16 June 2026.
According to the ministry, SIGMA was built in under a month by existing staff, without additional budget, using artificial intelligence to accelerate development. The ministry has published a roadmap for two further versions: v2 will integrate with Bulgaria's Commercial Register to flag related-party and favoured-company patterns and inflated prices, and analyse internal administrative expenditure; v3 is planned to extend oversight to the procurement process itself, rather than only completed contracts.
SIGMA launched only weeks before this record, so there is no independent evaluation yet of whether it reduces corruption, price inflation, or single-bidder tenders — persistent problems flagged in OECD SIGMA (the unrelated EU-OECD procurement programme) reviews of the wider Western Balkans and South-East Europe region. Regional press has explicitly compared it to Albania's separate procurement-automation efforts, underlining that these remain early, largely untested digital anti-corruption tools rather than proven ones.
