The assessment credits the park's model of concentrating pharma-incumbent spin-outs alongside academic entrepreneurship in a single dense cluster with creating a self-reinforcing pipeline from laboratory to commercial exit, though the evaluation is a survey-based impact study rather than a comparison against a counterfactual.
