Waterford UPSTART — AI-Adaptive Home Reading Program Lifts Utah Preschoolers to Kindergarten Readiness

Waterford UPSTART is a free, technology-delivered kindergarten-readiness program run by the Utah nonprofit Waterford.org. Delivered entirely at home rather than in a classroom, its adaptive software sequences reading, math and science activities to each child's individual skill level and pace.

The program targets mainly preschool-age children who would not otherwise attend a formal pre-K program, aiming to prepare them for kindergarten through parent-mediated, home-based learning with coaching support.

UPSTART has been funded state-wide by the Utah legislature since 2009 and expanded to serve roughly 90,000 children, including in additional states such as Colorado and Wisconsin during remote-learning years.

The program has been reviewed against U.S. Department of Education What Works Clearinghouse (WWC) standards and earned an ESSA Tier 1 rating — the highest evidence tier — based on a randomized evaluation by the independent Evaluation and Training Institute for the Utah High-Quality School Readiness Expansion. That study reported composite effect sizes of +0.50 to +0.90 and an Improvement Index of 14 on early-literacy measures; 77% of UPSTART children met listening-comprehension benchmarks entering kindergarten, versus 65% of children in public preschool and 61% in private preschool in the comparison group.

UPSTART carries the strongest evidence tier in this batch (a WWC-reviewed randomized evaluation), and has demonstrated multi-state scale, though no public documentation of its adaptive algorithm or child-data handling practices was found.
