Context
From 15 to 17 September 2025, the GPE-KIX Africa 21 Hub (led by IFEF-OIF with the Agence Universitaire de la Francophonie and CONFEMEN), in partnership with UNESCO and Cote d'Ivoire's Ministry of National Education and Literacy, convened a workshop in Yamoussoukro to begin extending national digital-competency frameworks for teachers to explicitly cover AI. Cote d'Ivoire is one of four pilot countries alongside Benin, Burundi and Senegal.
Objectives
The workshop aimed to extend Cote d'Ivoire's existing 2022 national ICT competency framework for teachers to explicitly cover AI competencies, with local-language resource translation for inclusion.
Activities
The three-day workshop followed a structured methodology: framing existing frameworks (day 1), co-constructing expected teacher and student AI skills (day 2), and consolidating an implementation roadmap (day 3); educators and linguists identified priority local languages and began adapting digital resources and storybooks through a Global Digital Library partnership.
Conclusions
The initiative is a framework-drafting and capacity-building process rather than a deployed classroom tool: no student learning outcomes have been published, and its scale depends on each government's follow-through in adopting and funding the resulting national framework.
Implementation
Indicative cost
Low (< €50k) — No budget disclosed; costs are likely limited to a multi-day regional workshop and framework-drafting process shared across four countries.
Time to results
Medium (1–3 years) — Workshop held 15-17 September 2025, with an implementation roadmap consolidated by day three; adoption and funding of the resulting national framework by each government is still pending.
Staffing & skills
The GPE-KIX Africa 21 Hub consortium (IFEF-OIF, AUF, CONFEMEN) coordinated the workshop with UNESCO and Cote d'Ivoire's Ministry of National Education and Literacy, Educators and linguists participated to identify priority local languages and adapt digital resources and storybooks via a Global Digital Library partnership
Conditions for success
Built on Cote d'Ivoire's pre-existing 2022 national ICT competency framework for teachers rather than starting from scratch
Structured 3-day workshop methodology: frame existing frameworks, co-construct teacher/student AI skills, then consolidate an implementation roadmap
Coordinated across a 4-country hub (Benin, Burundi, Cote d'Ivoire, Senegal) to share design work
Common failure modes
Scale depends entirely on each government's follow-through in adopting and funding the resulting national framework — no binding commitment or budget attached yet
No student or teacher learning outcomes have been measured or published; it remains a framework-drafting exercise, not a deployed classroom intervention
Where it fits
Governance type
multilateral/NGO consortium working with a national ministry
Scale
national framework pilot, part of a 4-country regional initiative
Income level
low/lower-middle-income
