What works in Colombia

Colombia has implemented several large-scale social and digital programmes targeting vulnerable populations. Bogotá's Care Blocks has supported 233,000 women and freed over 18,000 caregiving hours by clustering childcare, training and services, while Computadores para Educar has placed over 2 million devices in rural schools with documented gains in test scores and higher-education enrolment. LISTA, a randomised trial of tablet-based financial education, reached roughly 520,000 cash-transfer recipients and increased financial knowledge and savings, though formal financial inclusion remained limited. RedINC demonstrates community-led infrastructure efforts, though the evidence remains largely descriptive of a pilot serving nearly 50 households in rural Cauca.
