What works in Uruguay

Uruguay has implemented several major digital and social programmes targeting vulnerable populations. Plan Ceibal has reached 670,312 students with devices and free internet across 99% of public schools since 2007, while Plan Ibirapitá distributed nearly 193,000 tablets to low-income pensioners, though only 70% reported regular use and 57% had not used them in the week before survey. Uruguay's National Integrated Care System formalised care work as a regulated profession and revealed that unpaid care work equals 23.8% of GDP, with women bearing 16.0 percentage points of that burden. In education, Plan Ceibal's adaptive mathematics platform showed a +0.20 standard-deviation gain in maths scores among 2,143 tracked students, with larger gains for lower-SES pupils.
