Morocco's ADII deployed AI-driven predictive risk analytics with the WCO and Swiss SECO. Its 2025 report ties the tools to a 33% rise in value redressments, doubled drug seizures, and a 450m-dirham false-invoice bust — though no study isolates AI's specific contribution.
Morocco's customs authority (ADII) added AI-driven predictive risk analytics to its existing BADR electronic customs-clearance system in May 2025, working with the World Customs Organization and Switzerland's SECO.
The aim is to better target inspections among the roughly 2.1 million customs declarations Morocco processes annually, improving fraud and smuggling detection.
Predictive analytics and remote surveillance were layered onto BADR to flag suspicious declarations; in 2025 the system generated 3,076 fraud alerts, up from 1,540 in 2024, and in one case flagged false-invoicing patterns that helped uncover a large cross-company fraud network.
ADII's 2025 annual report credits AI, predictive analysis and remote surveillance together for record enforcement results: value-based redressments rose to 6.97 billion dirhams (from 5.39 billion in 2024), cannabis-resin seizures roughly doubled to 77.67 tonnes, and seized smuggled cigarettes rose 231% to 843,854 units. A related case uncovered a 1.17-billion-dirham false-invoicing fraud network across seven companies.
While the year-on-year gains are real and documented in ADII's own report, no independent study has isolated how much of the improvement is attributable to the AI tools specifically, as opposed to the additional detection hardware and staff also deployed in 2025.
