AI-Driven Harmonisation of Albanian Legislation with the EU Acquis

Albania's National Agency for Information Society (AKSHI) integrated GPT-4 (via OpenAI) into the Platform for European Integration and Membership (PIEA) to translate EU legal acts into Albanian, run comparative legal analysis flagging overlaps, gaps and contradictions against existing Albanian law, auto-generate compliance tables, and draft aligned legislative text — part of Albania's push to align its legal framework with the EU acquis ahead of accession.
A tender for AI-assisted acquis-transposition work worth roughly €2.6 million (about 279 million Albanian lek) was opened in December 2023, a figure independently confirmed by Euronews Albania, Voxnews.al and Panorama.com.al. The project was publicly announced by Prime Minister Edi Rama following outreach to OpenAI, and in April 2025 it was selected among finalists for the WSIS 2025 prize in the e-Government category.
No independently verified accuracy figures for the AI's legal translations or gap analysis have been published: a widely repeated "95–97%" accuracy claim and a specific staff-training count could not be traced to a primary source in verification and are excluded here. An academic legal commentary (Verfassungsblog) raises governance concerns about delegating legislative-alignment analysis to a foreign commercial AI vendor with limited independent oversight — a caution this entry flags explicitly rather than treating the project as an unqualified success.
