Context

Since 2008, Mexico's Federal Expenditure Budget has included Anexo 13 ('Erogaciones para la Igualdad entre Mujeres y Hombres'), a cross-cutting annex earmarking spending across ministries toward equality between women and men, eradicating gender-based violence, and eliminating gender discrimination.

Results

Funding tagged under Anexo 13 grew from roughly MXN 12 billion in 2008 to more than MXN 132 billion by 2021 -- over a tenfold increase in nominal terms.

Conclusions

Independent academic and civil-society analyses (including Fundar and IMCO) found the growth has not translated proportionally into closing structural gender gaps, particularly gender-based violence: spending is heavily concentrated, with over half absorbed by a single ministry (Social Welfare), and many tagged programmes still lack explicit gender indicators to measure real impact.

Implementation

Indicative cost
Very high (> €5M) — MXN 132 billion tagged in 2021 (roughly USD 6.6 billion at contemporary rates).
Time to results
Long (> 3 years) — Mandatory annex maintained continuously since 2008.
