Context

Since the early 2000s, Andalusia has rated every regional budget programme for its relevance to gender equality (G+ for the highest-relevance programmes) and published an annual gender impact assessment report since 2006. From 2013, the region's independent Chamber of Accounts (Cámara de Cuentas) began auditing this using a '3R + Results' method (representation, resources, reality and results).

Results

By 2017 these audits had covered 24 spending programmes and 7 public agencies worth around EUR 16.6 billion, roughly 70% of the programmes rated G+ or G in the 2018 budget. The Audit Office's own analysis found the model had survived years of austerity thanks to committed leadership and a strong network of equality organisations, but concluded that integration of a gender perspective into programme design remained insufficient, that many equality-focused programmes' impact had often not been assessed, and that objectives were too generic, calling for more specific, comparable indicators.
