Description

Argentina's national budget identifies spending that reduces gender gaps in a dedicated annex, using a tagging methodology published by the government. Only expenditure that narrows gender gaps is tagged, not all money destined to women (ECLAC).
According to the NGO IADE, in 2023 some 42 programmes worth $5,206,078 million (12.9% of total spending) were tagged, with 99.1% execution. The Congressional Budget Office (OPC) reports that in 2022 tagged spending equalled 19% of national public administration spending and 4.1% of GDP; the two figures use different bases and are not directly comparable.
Concentration is a weakness: IADE reports that pension moratoria made up 52.3% of the 2023 tagged budget and five programmes accounted for 83.4%. The government acknowledges that income-side policies are not tagged.
The methodology proposes outcome and impact indicators, but no published impact evaluation was found; available data describe amounts executed rather than effects on gender gaps. IADE (an NGO, not an official evaluator) reports that in the 2025 draft only 5 of 20 selected programmes kept their profile and that Programa Acompañar execution fell 86% in 2024. Provinces such as Santa Fe (4.5% of 2024 expenditure) and Entre Ríos (1.52% in 2025) publish their own annexes.
