Rwanda's Gender Budget Statements — National-to-District Gender-Responsive Budgeting

Rwanda began implementing gender-responsive budgeting (GRB) in 2008. In the 2009/10 fiscal year, the Ministry of Finance and Economic Planning issued the first budget call circular requiring both central ministries and all of Rwanda's 30 districts to mainstream gender into their budget plans, using the Gender Budget Statement (GBS) as the core reporting tool.

An IMF cross-country assessment of gender budgeting singles out Rwanda, alongside Uganda, as doing the best job of ensuring gender-oriented goals were actually set, crediting the Ministry of Finance's direct leadership in getting line ministries and agencies to incorporate gender-relevant objectives into their own budget plans, integrated into Rwanda's programme-based budgeting approach. UN Women's own evaluation reports that GBS implementation is now embedded at both central and district level, with district-level wage data disaggregated by sex tracked across all 30 districts over time, and that the practice has since evolved into a more granular Gender Budgeting and Tagging (GBT) framework, per the IMF's 2025 Rwanda country report.

UN Women evaluators are candid that the tool's value still depends on stronger monitoring and reporting capacity at the ministry and district level, rather than simply expanding the number of Gender Budget Statements produced — a realistic caveat on how far the documentation alone should be read as proof of gender-equality outcomes.
