Context

Baxnaano is the Federal Government of Somalia's national unconditional cash-transfer programme (SNHCP), World Bank Board-approved 8 August 2019 with WFP handling mobile-money payment delivery; a dedicated digital- and financial-literacy component was built to help recipients, mostly women, manage mobile-money accounts.

Results

The programme had supported more than 4 million Somalis by a December 2025 World Bank feature. Twenty-one WFP cooperating partners trained trainers who trained community mobilisers, delivering two rounds of digital-literacy training reaching over 300,000 women (GSMA Mobile for Development).

Conclusions

A formal targeting evaluation of the SNHCP has been published, giving this practice more independent scrutiny than most humanitarian cash programmes, though it evaluates targeting accuracy rather than digital-literacy outcomes specifically.
