Description

Beaufort West, a semi-arid Karoo town in South Africa's Western Cape, faces recurring severe droughts, including crises in 2009-2011 and 2017-2019. In January 2011 the municipality received R24 million in emergency relief funding from the National Treasury and completed, within six months, South Africa's first direct potable reuse (DPR) plant: treated sewage effluent is passed through phosphate removal, pre-disinfection, ultrafiltration, reverse osmosis and advanced oxidation before being blended directly back into the municipal drinking-water supply alongside water from the Gamka Dam and local boreholes.

Peer-reviewed research published in TD: The Journal for Transdisciplinary Research in Southern Africa documents the plant typically supplying around 16% of the town's water needs under normal operating conditions.

The same research records a cautionary finding: during the severe 2017-2019 drought, sewage inflow to the plant itself shrank so much that output fell to roughly 1 million litres per day, undermining the very drought resilience the plant was built to provide. The researchers link this to broader gaps in the municipality's water governance — weak metering and leak detection, under-investment in alternative supplies, and insufficient drought-risk planning — alongside population growth in informal settlements that further strained the system.
