Belarus's early parliamentary elections of 17 November 2019 returned a House of Representatives that was 40% women — one of the higher shares of female legislators in Europe at the time, according to Freedom House and World Bank/IPU indicators.
The same election, however, was assessed by OSCE/ODIHR's observation mission as failing to meet OSCE commitments and international democratic standards: the final report cites the absence of genuine political competition, opaque candidate registration that barred credible opposition contenders, and vote-counting irregularities (31% of observed counts received negative procedural evaluations). Freedom House's 2020 country report notes that candidates loyal to President Lukashenka won every seat, with independent candidates winning none.
