Evidence snapshot for Belarus
Belarus has pursued environmental restoration and economic development initiatives with mixed results. The Belarus National Peatland Rewetting Programme has rewetted 89,400 hectares of degraded peatlands, estimated to avoid ~3 million tCO₂e over 20 years—Europe's largest UNDP-supported peatland restoration effort. However, the Belarus Hi-Tech Park demonstrates that tax incentives alone cannot retain mobile talent: despite reaching 7.4% of GDP and $3.8 billion in ICT exports by 2021, the sector lost ~20% of its workforce and saw exports fall 45% to $1.8 billion by 2023 following the 2020 political crackdown and 2022 war. Belarus has also begun integrating artificial intelligence into its secondary-school curriculum starting September 2026, though no learning-outcome data exists yet from this curriculum reform.
