Context

On 24 November 2025 the Catalan regional government (Generalitat de Catalunya) launched a public Register of AI Systems and Algorithms, an online, machine-readable inventory of the artificial intelligence tools and deterministic algorithms used across its administration.

Objectives

The register aims to disclose the purpose, data processed, technical operation, identified risks and mitigation measures, and lifecycle status of each system, aligning with — and in scope going beyond — the EU AI Act's transparency requirements for high-risk systems.

Activities

The register launched with 31 systems, ranging from a document anonymiser and the AOC Consortium's citizen-service chatbot to tools forecasting emergency-call volumes and monitoring agricultural crops, prioritising systems with the greatest potential impact on citizens' fundamental rights. It is published as an open dataset on Catalonia's transparency portal, updated on an hourly cycle. The Generalitat states the design was directly inspired by the Amsterdam, Helsinki and Dutch national algorithm registers.

Results

As a five-month-old register covering 31 systems out of what is likely a much larger administrative AI footprint, its coverage is still an early, prioritised subset rather than a full inventory, and no independent audit of its completeness has yet been published.
