Description

The Citizen Entrepreneurial Development Agency (CEDA) is a wholly government-owned development finance institution headquartered in Gaborone that provides subsidised loans (from around P1 million for small businesses up to P50 million for large ventures), credit guarantees, equity funding, trade finance and mentoring to citizen-owned Botswanan businesses, with additional grant-equivalent cost offsets of up to 50% for youth, women and agriculture-sector applicants.

In a parliamentary response reported by Botswana's official Daily News in April 2026, the Assistant Minister of Trade and Entrepreneurship stated that CEDA had invested P696 million in 1,716 businesses in the period through December 2025, creating 3,109 direct jobs and safeguarding a further 1,569, while recovering P814 million in collections and generating P207 million in revenue, at a prime lending rate of 10.76% with a 3% subsidy for priority sectors.

This scale sits alongside serious, independently documented governance problems. A 2023 joint World Bank–IMF Financial Sector Assessment Program technical note found that only around 30% of CEDA's loan book was currently performing, with impairment provisions reaching 63% of loans to agribusiness, 57% to services, and 55% to property and manufacturing combined — despite no loan write-offs having been recorded since 2012, a combination the assessment treats as evidence of understated losses rather than sound recovery. Separately, Botswana's Financial Intelligence Agency identified P185.1 million in criminal proceeds linked to predicate offences at CEDA and its sister development finance institution, the Botswana Development Corporation, since 2021 — of which P174.68 million (87%) stemmed from corruption, including P110.9 million from abuse of public office and a separate P50 million money-laundering case, as reported by the independent Weekend Post.
