Since 2012 the Dutch CSG network has brought nurses, forensic doctors, police and care providers together in 16 regional centres. Contacts rose 21% in 2025, but evidence is mostly volume data and the director says demand outgrows funding.

Description

The Centrum Seksueel Geweld (CSG) was set up in 2012 as a multidisciplinary, hospital-linked service where victims of recent sexual violence can receive medical care, forensic examination, police support and psychosocial follow-up in one place. It has grown into a national network of 16 regional centres supported by the Landelijk Centrum Seksueel Geweld, with the Ministries of Justice and Security and of Health, Welfare and Sport and the municipal association VNG as standing partners. A 24/7 phone line and online chat complement the physical centres.
Reported activity is large and rising. In 2023 the CSG gave help or advice to 13,848 people (9% fewer than 2022 but 40% more than 2021). The 2025 annual figures, published in June 2026, show 21% more victims, relatives and professionals getting in touch than the year before: 4,640 registrations (+20%), 6,644 advice requests (+16%), 15,711 phone calls (+39%) and 7,142 chats (+29%). The network notes that the rise has continued every year since 2012 and that a European directive will require every member state to have a rape crisis centre from 2027, a role the CSG already fills.
The independent evidence is thinner than the activity data. A published single-centre study from Radboud university medical centre (Journal of Forensic and Legal Medicine, 2021) compared 83 victims in 2013–2016 with 270 in 2017–2020: self-referrals rose from 10% to 30%, more victims accepted psychosocial follow-up, male victims stayed at about 5%, and about 80% of perpetrators were known to the victim. A 2021 WODC/Utrecht University study examined the CSG's administrative and organisational embedding, and a 2026 WODC-commissioned evaluation looked at a new practice approach; neither is an outcome evaluation of survivors' health or justice results.
Cautionary notes: the CSG's own director states that demand for help is growing faster than the available resources; the annual figures count contacts rather than health or justice outcomes, and rising numbers partly reflect greater awareness. The model is best read as an established, well-governed access point whose impact on recovery and prosecution still lacks rigorous evaluation.
