Honduras's telecom regulator adopted resolution NR006/24, binding all telecom and broadcast operators to accessibility obligations for disabled and elderly subscribers nationwide.
In December 2024, Honduras's National Telecommunications Commission (CONATEL) approved the Reglamento de Accesibilidad a Usuarios Vulnerables (resolution NR006/24), a binding regulation requiring telecommunications operators, television broadcasters and national audiovisual services to provide accessible services to subscribers with disabilities and elderly users.
The regulation followed a public consultation opened 4 November 2024 and running through 8 November 2024, before CONATEL's board approved the final text on 14 December 2024.
Unlike voluntary accessibility guidance, the rule is enforceable against every licensed telecom and broadcast operator in the country, which the regulator's own published materials frame against a national population of roughly 1.2 million people with disabilities.
As a regulation approved in December 2024, there is not yet independent evidence of enforcement actions, operator compliance rates, or measured impact on disabled or elderly users' access to services.
