Context

Conectar Igualdad, launched by presidential decree in April 2010, provided a personal netbook to every student and teacher in Argentine public secondary schools, special-education centres and teacher-training colleges, with devices remaining family property after graduation.

Results

By 2015 the programme delivered approximately 5.3 million devices across all 23 provinces and the Federal District, covering roughly 14,200 institutions. A CEPAL/ECLAC evaluation found statistically significant improvements in digital-literacy scores and attitudes toward school, and a 2016 Springer panel study documented reductions in the home-school technology gap among lower-income adolescents.

Conclusions

Evaluators did not find significant effects on traditional subject attainment; teacher training and technical infrastructure support were identified as weak points. The programme was suspended in 2018 and relaunched in 2019, with ANSES marking 11 years of the initiative in 2021.
