Coracle Inside — Secure In-Cell Digital Learning for UK Prisons

Coracle Inside is a secure, in-cell digital learning platform developed by UK social enterprise Coracle Online Ltd. Ruggedised, non-networked laptops preloaded with a Virtual Learning Environment give prisoners self-paced access to distance-learning courses, vocational content, reading material and accessibility tools such as text-to-speech and dyslexia-friendly fonts, without any live internet connection. Content partners include The Open University, the Prisoners' Education Trust, the Shannon Trust, Koestler Arts and the Hardman Trust.

The programme aims to give prisoners secure access to education and rehabilitation content despite the no-internet constraints of a prison environment, in order to support learning, wellbeing and post-release employment.

The programme began as a 2017 pilot at HMP Grendon, Warren Hill and Whitemoor, developed with the University of Cambridge's Learning Together initiative, then scaled nationally during the COVID-19 pandemic with Innovate UK support. By 2025 it covered roughly 2,500 laptops across about 96 public and private prisons in England and Wales, and has been exported to HMP Windmill Hill in Gibraltar.

An independent 2025 evaluation by Crest Advisory, using HM Treasury Green Book and Magenta Book methodology, estimated £16 of monetised social and economic value for every £1 spent (around £35.6 million a year), alongside reported reductions in assaults and self-harm and roughly 1,200 ex-prisoners helped into work within six months of release.

Coracle's own site does not disclose who commissioned the evaluation, and the full report was not independently retrievable, so these figures should be read as a credible but vendor-adjacent third-party assessment rather than an independently replicated academic study; no peer-reviewed reoffending study specific to Coracle was found.
