Context
On 15 July 2024, Uzbekistan's State Tax Committee launched DavrOn, an AI-based virtual assistant hosted at ai.soliq.uz and inside the Soliq mobile app, to give taxpayers round-the-clock answers in Uzbek, Russian and English.
Objectives
DavrOn was trained over three months (with training described as ongoing) on a knowledge base of more than 11 million characters covering the Tax Code, presidential and Cabinet of Ministers decrees, regulatory instructions and the tax call centre's frequently asked questions.
Activities
DavrOn sits alongside two other Tax Committee AI tools: a Face-ID remote-identification system launched in 2022 with over 6 million users, and a computer-vision system for monitoring cargo trucks. It is embedded in the Soliq app, which had 7.5 million users as of mid-2024. An August 2024 update (version 2.0.0) added a 'Soliq Business' section with real-time reporting, VAT data and e-invoices for companies, alongside expanded personal-data integration for individuals.
Conclusions
No independent evaluation of DavrOn's accuracy, resolution rate or user satisfaction has been published to date; coverage so far is descriptive, focused on the assistant's launch, knowledge base and language support rather than measured performance. The Tax Committee frames the wider push as part of Uzbekistan's 2024 national AI strategy, targeting at least 10% of public services on the national portal to be AI-powered by 2030.
