Context

Diia ("State in a Smartphone") is Ukraine's digital government platform, launched in 2020 by the Ministry of Digital Transformation, consolidating 33 digital documents and 160+ government services into a single app and web portal. In September 2025 the ministry launched Diia.AI, described by the OECD and the EU Interoperable Europe Portal as the first national AI agent to execute multi-step government services autonomously in chat, built on Google Gemini 2.0 Flash with a hybrid on-premise/cloud architecture that filters personal data before any query reaches the LLM.

Objectives

To digitise citizen-facing government services and reduce the cost, time and friction of interacting with the state, and to extend this to autonomous AI-executed services via Diia.AI.

Activities

Development and operation of the Diia app/portal and the open-source Diia.Engine platform, used by 20 ministries to manage 50+ government registries (including the eRestoration war-damaged-property registry); launch of Diia.AI's first live AI-executed service (instant income certificates).

Results

By 2025, 23 million Ukrainians (about 81% of the adult population) use Diia; the ministry estimates annual savings of 49 billion hryvnia (~US$12 billion) from reduced fees and travel time. Over 1 million electronic certificates and 800,000+ business registrations have been processed since 2020; the eRestoration registry has received 520,000+ reports; Diia.Engine has reduced development costs by 50% versus conventional methods; 25,000+ companies and agencies have integrated Diia; Ukraine rose 14 places to 40th on the Oxford Insights Government AI Readiness Index 2025.

Conclusions

Governance measures include data residency on Ukrainian infrastructure and depersonalisation of queries sent to the cloud LLM; the Ministry won the 2025 SEMIC Government-to-Citizens Award, though no independent algorithmic audit has been published.
