Moldova's Ministry of Labour and Social Protection, UNFPA and the Moldcell Foundation are rolling out ICT equipment, connectivity and digital-skills training for low-income older citizens under the 2023-2027 National Active Ageing Programme, targeting 25,000 people by 2027.
Moldova's National Programme on Active and Healthy Ageing (2023-2027), approved 28 June 2023, includes a digital-inclusion track for older citizens run by the Ministry of Labour and Social Protection with UNFPA Moldova, the Moldcell Foundation, FinComBank and Czech Development Agency funding.
Connect and equip 25,000 low-income elderly people with ICT devices and internet access; develop digital skills for 5,000 older persons; provide assistive devices for 3,000 seniors; mobilise 50 localities.
A dedicated 'Active Ageing and Digital Inclusion' platform launched 29 November 2024, adding a University of the Third Age, Active Ageing Clubs, and youth-led intergenerational digital mentoring, building on an earlier 'Digital Skills Connect Generations' pilot (~650 older people, 26 communities).
As of the platform's launch, UNFPA reported just over 2,000 seniors had already benefited from related digital-inclusion activities — well short of the 25,000 target since the programme runs to 2027; no independent impact evaluation of skills gained has yet been published.
